The terms get used interchangeably online, but they aren't the same thing.
Auto broker
Typically has a dealer license and buys or sells cars themselves. They often make money on the spread between what they pay and what they charge you. Their loyalty can end up split between you and the dealers or lenders they work with.
Car buying service (buyer's agent)
Works only for the buyer. They collect a flat fee from you, get no commission from the dealer or lender, and negotiate on your behalf. The dealer never pays them, so there is no incentive to steer you.
Which one you want
If you want someone whose only paycheck comes from you, a car buying service is the model to look for. Ask any candidate: "Do you receive any payment from the dealer or lender?" A clean answer of "no" is what you want to hear.
